Narrative description of the project

The overall objective of the assignment was to assist the Ministry of Economy and Finance (MEF), represented by the Executive Secretariat of the Project for the Coordination of the Budgetary and financial reforms (SE/PCRBF) in the design and implementation of a multi-year (2013-2015) national training plan, including the preparation, execution and control of the National budget; in particular in line with the legislative and regulatory framework resulting from the transposition of the WAEMU’s new harmonized framework of public finance. The first task consisted of data and information collection about the execution of the public finance (budget drafting, execution, monitoring, financial control, etc.) in the previous years. Secondly, the assignment included the capacity development needs assessments in order to identify the training topics in line with the WAEMU guidelines. Last but not least, the assignment also involves the provision of coaching and assistance to the National School of Administration and other similar national training schools in designing and enhancing their PFM curricula for the sustainability of the teaching offers in PFM aligned on the WAEMU guidelines. The ultimate goal of the project is to enhance the PFM reforms in support of governance and social services delivery including health, education, poverty reduction and social welfare.
