Narrative description of the project

The study on the Orphans and Vulnerable Children (OVC) Policy and Planning Effort Index (OPPEI) conducted by UNICEF in 35 countries in sub-Saharan Africa in 2007 concluded that Monitoring & Evaluation (M&E) was one of the weakest areas of the public response for the OVC. It highlighted insufficiencies of programme monitoring, low quality of baseline values, difficulties of data collection, rare national collection instruments, and few evaluations of OVC programs per se.
This is why UNICEF headquarters commissioned the IDEA International Institute to: i) support national partners in the evaluation of the progress of M&E activities and system for the OVC response, (ii) analyse specific challenges and needs, and (iii) provide technical support to strengthen OVC M&E systems. A tool for conducting a diagnostic of the national M&E system for OVC programming and elaborating an action plan to improve this system was designed, using as starting point the MESST developed for HIV/AIDS program M&E evaluation, and pilot-tested in Cote d’Ivoire and Swaziland, then expanded it in Botswana, Lesotho, Swaziland, Uganda, and Cameroon.
