B4R Operational for Budget Scenarios for the Guyana Health Sector
The Government of Guyana (GoG) continues to demonstrably implement the tenets of results-based management across Guyana’s public sector. This has involved public administration reforms in the areas of procurement, payment processing, information systems, public investment, planning, budgeting and implementation. The GoG has recognized the need to strengthen the link between the planning and budgeting processes in order to enhance the information system’s capacity to support evidence-based decision making using empirical data to evaluate public expenditure against the targets and objectives set out in the sector/regional plans, and thus contribute to evidence-based revisions of yearly budget allocations.
The process started in 2017, using the Disease Control Programme of the Ministry of Public Health as a pilot. Since then, there have been evolutions to the planning and budgeting processes, thereby requiring an update of the information system Budgeting for Results (B4R®) to ensure that it would be aligned with and reflect the results-based budgeting manual. B4R is now available in Guyana and its main objective is to support consistent data collection based on the costing of outputs for the programmes and subprogrammes, and generating different budget scenarios for the arbitrage process that takes place between Line Ministries and the Ministry of Finance.
